Economic policies need to focus on the system as a whole, through comprehensive tax reform, by reducing unnecessary regulation and investing in infrastructure and industry. However, governments must also begin to lay the groundwork for recovery and rebuilding stronger, including by addressing legacies from the crisis and strengthening inclusion.
